UNDRR

To be continued

Fourth and last day of the model has sadly arrived. We can see in the faces of the delegates the effects of yesterday’s party.  But that didn´t keep them from being as participative as usual.

The session opened by the request of Congo. At first the delegates weren´t sure about where to start. Since there wasn’t much time for the creation of a complete resolution, the chair recommended them to do a declaration, where the main ideas could be reflected. A moderated caucus about the transfer of efficient technological services proposed by Australia took place. The delegates seemed to be exited since it only took the time of a few caucuses for the declaration to be finished. The chair congratulated all because the agreement was made in a much shorter time than the previous one. Even though it wasn´t a resolution, it was almost as good as one. The most important points were to increase the transfer of resilient technologies, and the demanding of the improvement of infrastructure to balance population density.

After the hard job had been done, the session concluded. The closing video of the model was projected, and everyone could feel URJCmun was already coming to an end.

The informal session began. Distribution of the carnations, the best tradition of the model, took place. Finland received one along with a kind of love declaration. There was also one for  the whole committee, which caused lots of smiles among everyone. The honorable mention was given to China, and a commemorative one to Iran, due to their incredible participation during the model. Informal prices were also given out to the delegates and staff. Punishments and gossips, including the last poems, could not be missed since they are also a fun thing to do.

The end of the URJCmun X edition sadly arrived, and along with it the goodbyes. During this week we all have learned a lot of new things and meet a lot of nice people worth continuing to know outside the model. According to the delegates, chairs, staff and press of UNDRR, this experience will be unforgettable.

The first resolution

Third day starts and the desire to agree on a resolution is present. The day began with singing Happy Birthday to the co-chair Natalia. An unmoderated caucus proceeded in order to introduce the draft of the solution. The main points were the creation of an early working mechanisms fund, and of a specialized task force.

Chairs gave time to the signatures in order to let them answer the questions about the resolution. Chile was the only one who expressed their opinion about the lack the transparency of it. This caused kind of disagreement between them and Russia.

One more amendment was proposed, but it caused some disagreements between the delegates since some of them were in favor and others against it like United States. At the end, the entire resolution was finally approved by ten of the delegates.

A short break after lunch was made. The gossips read surprisingly showed that we have some poets in the committee. Also, different funny punishments, as well as love declarations were made, but it can´t be said they were reciprocated. All together set a great atmosphere in order to return to the debates.

The request to talk about the second topic was very welcomed since discussing about the same one was getting a bit tedious. A general speakers list about the development of resilient cities took place. The election of the first caucus about this topic was a bit long since any of the motions proposed passed.

Different moderated caucuses took place. All of which were interesting since most countries wanted to express their ideas about it. Some of the topics were: defining the term of resilient cities, in order to not misunderstand the concept of them, and new technology for resilient cities.
It can be said that the day was very productive since the first theme was concluded, and the discussion about the second one seemed to be on the right path. The idea of agreeing on a resolution for the second topic doesn’t seem to be realistic, but everything could happen tomorrow.

Second day, more debates. The session started with the roll call as usual. The delegates started the moderated caucus with energy, but the action began with the Blue Helmets. There were clearly two different views, against and in favor, like Australia. Iran proposed an interesting idea, the creation of a new military force which they called “The Guardians of the Environment”. Surprisingly, it was well received by other delegates: it was seconded by Russia, China and Congo. This debate was intense since every country had something to say about it.

The last caucus before the break discussed about how the communications would work began, and included the participation of Chile, The United States of America, Finland and Iran.

During the coffee break some of the delegates and part of the press team took a photo. Once the committee came back, UNDRR continued with several issues such as the development of early warning mechanisms.

Throughout the end of the morning, which by that time was getting a bit long, two caucuses about defining the financial contribution to the fund by each country arose. Both showed the tension happening between United States of America and Iran, but sparked new ideas. Russia, as yesterday, thought that countries that can’t contribute with money should do it with resources. China thought about contributing to the fund as a long-time inversion. And South Africa seemed to like the sentence “global problems need global solutions”. During the day, numerous notes were exchanged between China and Finland, as well as Iran and China. What are they preparing? Only these countries know.

Right after lunch, some delegates gathered in order to begin working on the possible resolution. When the session started, several unmoderated caucuses occurred in order to finalize writing the possible solution. The caucuses ended up with a draft and the promise of extra preambulatory clauses.

To conclude, some gossips were read, and funny punishments were made. Tomorrow seems a promising day since the resolution for the first topic seems to be on the right path.

A positive approach to the topic

After what might have seemed a long time, the first day of URJCmun X Edition begun. The opening ceremony, which we could not see due to technical difficulties, set the beginning to the sessions.

To start, each delegate introduced themselves as the deputy of their country, to later play “two truths one lie”. The formal session began with the election of the subject. Topic A, “Early warning systems”, ended up begin elected by the majority. General speakers list took place and each country talked about their position related to the issue. The morning ended with the coffee break.

After a short break, a moderated caucus of eleven minutes proposed by the delegation of United States of America about  “early warning mechanisms” took place. The Democratic Republic of Congo pointed out their interest on the topic, specially because of how it might affect to the infrastructures. South Africa, Finland, Australia, Russia and USA also gave their opinion about it.

A moderated caucus of twelve minutes about the creation of an international fund of disasters occurred. Congo spoke their mind about who should participate more in the fund, claiming that there are countries with a lower income. The Bolivarian Republic of Venezuela agree with the idea that the most developed nations should be the bigger contributors. Russia talked about resources as a way of helping apart from money. China was willing to share theirs. And Finland proposed the fund to be voluntary.

Later, a moderate caucus of ten minutes about skills and knowledge transfers started. The Democratic Republic of Congo proposed that each country should help with what they are best on, Japan agreed. The Bolivarian Republic of Venezuela highlighted the importance of the skills being usable for everyone.

After the lunch break, a moderated caucus of eleven minutes took place, concerning the cooperation for the development of early warning measures. Delegates didn´t seem to agree on a resolution for the topic. The chairs proposed a Tour the Table for each country to introduce their point of view. Canada agreed with Germany in creating an organization that controls the issue, which could point to a possible alliance between them.

To conclude, say that there hasn´t been an agreement on the solution, but the active participation of most countries in the caucuses assure that it might happen sooner than expected.
