Session 1
“Challenges to Sustainable Development as a result of Climate Change” has been the topic addressed at the United Nations Development Programme Committee in the first session that has taken place this morning. The Chairmanship, Borja Lucas, has started with the procedure opening of the session and the first motion passed- with only Saudi Arabia’s disapproval- has been a minute of silence for the ISIS victims of this week. At the beginning, we can highlight interventions of the delegations of Russia, United States of America, Costa Rica, Japan, India and Singapore. Nigeria has proposed a motion for focusing on the priorities of each country in the issue and has outpointed the need of education campaigns for the citizens’ awareness. Both Denmark and Japan have agreed on the obsolescence of Kyoto Protocol. The delegation of the USA has noted the importance of flexibility with less developed countries and the economical help that developed nations should provide them. The discordant voice has mainly been carried by the delegate of Saudi Arabia, who insisted on the importance of economical sustainability in first place. However, China has answered back giving information about her decrease of CO2 emission and the growing rates. The tension has been evident at this moment. Finally, there has been a motion by South Africa for twenty minutes of unmoderated cacus, where the existence of two distinguished groups with different proposals has started to be noticed. Session 2 After the coffee break the second session has started with an unmoderated cacus. The motion of Japan about health implications of climate change has not been very successful in the proposal of solutions. It was outstanding the delegate of Costa Rica’s interventions, which pointed out the problems as increase of skin cancer due to the ozone hole. However, Denmark accused this delegation of pointing the obvious. Later, there has been another unmoderated cacus where the coalition of USA, Japan and other countries, has guided the delegation of SouthAfrica to the elaboration of a draft, that have finally not been presented according to the normative. Some delegations as India have pointed out the division of the committee. Cuba has asked for bond, as numbers do the strength. On response, USA and Japan have denied the division, and have said to be willing to achieve a global resolution. CARMEN LOLA FERNÁNDEZ FERNÁNDEZ Sesión 3 Intensas sesiones se vivieron en la mañana del segundo día del MUNURJC en el comité de UNDP (United Nations Development Programme), e igualmente intensa fue la sesión de la tarde. La delegación de Rusia comenzó aportando varias ideas para la creación de un working paper, junto con varios países, como Nigeria, Costa Rica y Sudáfrica. Las delegaciones de los Estados Unidos de América, Sudáfrica, Arabia Saudí, y Japón se aliaron para aparecer como sponsors en el proyecto. La delegación Rusa, por tanto, se retiró del plan e ideó otro working paper junto con países como Turquía, Nigeria, Cuba, Bostwana, Luxemburgo, India y Alemania. Al presentarse dos proyectos de características similares se intentó debatir el asunto para llegar a un acuerdo. El problema que se presentaba era qué países aparecían como sponsors, y se propuso que este fuera International Oxfam (asociación internacional de cooperación al desarrollo y miembro observador en las asambleas). Tras varios caucus no moderados, y la imposibilidad de llegar a un acuerdo, finalmente se decidió exponer ambos proyectos de resolución al comité, para, posteriormente, ser votados y poder elegir uno de ellos. Comenzó haciéndolo la facción de los Estados Unidos y Costa Rica, y tras su exposición, el tiempo no daba para más y se suspendió la sesión hasta la mañana siguiente, dejando a todos con la incertidumbre de cómo se desarrollarían los acontecimientos.
